[HANOI] WORKSHOP – TRAINING ON APPLYING FIRE PROTECTION AND PREVENTION STANDARDS AND REGULATIONS – Session 1 – Organized in Northern Region

To support businesses and organizations in implementing new standards in the field of fire protection and prevention, on March 24, 2023, at the Firefighting University (243 Khuat Duy Tien Street, Thanh Xuan District, Hanoi), the Vietnam Fire and Rescue Association (VFRA) in coordination with the Firefighting and Rescue Police Department (C07) – Ministry of Public Security organized a seminar and training on new standards and regulations related to fire protection and prevention. These new standards include:

– QCVN 03:2021/BCA – National technical standard for firefighting vehicles

– QCVN 06:2022/BXD – National technical standard for fire safety in buildings and constructions

– TCVN 3890:2023 – Firefighting – Firefighting vehicles for buildings and constructions

As a member and co-sponsor of the program, KH Shield aims to contribute to the development of comprehensive solutions for the fire protection market in Vietnam by providing the best quality products and services.

The overall seminar – training

Experts and scientists from the Firefighting and Rescue Police Department (C07) – Ministry of Public Security and the Institute of Building Science and Technology (IBST) – Ministry of Construction participated in sharing and disseminating information related to the above-mentioned standards and regulations. Over 500 delegates from various organizations, businesses, investors, and individuals active in the field of fire protection and prevention or related areas in the Northern region also attended the event.

During the seminar, Mr. Nguyen Do Tung Cuong – President of the Fire and Rescue Association, stated: “Firefighting and rescue work has always been of great concern to the Party and the State, especially in the context of economic and social development, urbanization, and increasing population density in urban areas.”

As the first and only professional social organization with legal personality operating nationwide in the field of fire protection, rescue, and emergency response, the Vietnam Fire and Rescue Association operates on a non-profit basis and does not pursue commercial purposes. It is under the state management of the Ministry of Home Affairs and the Ministry of Public Security. One of the association’s main functions is to collaborate with the Ministry of Public Security in implementing programs to disseminate, promote, educate laws and knowledge about fire protection, prevention, and rescue to citizens and businesses, as well as to provide guidance on compliance with legal regulations regarding fire safety.

“Through this seminar and training, the Vietnam Fire and Rescue Association, together with experts, aims to guide businesses in understanding and applying the new standards and regulations on fire protection and prevention for civil and industrial projects. This event also provides a platform to gather opinions from businesses to support the state management agencies in improving the legal system, standards, and technical regulations related to fire protection, prevention, and rescue,” emphasized the Association’s President.

Colonel Bui Quang Viet – Deputy Director of the Firefighting and Rescue Police Department – Ministry of Public Security, affirmed: “In recent times, the firefighting and rescue forces have been gradually reorganized in terms of organization, machinery, infrastructure investment, and equipment. However, alongside the achievements, there are still limitations in firefighting and rescue work, leading to significant fire incidents causing damage to people, property, affecting security, order, production and business activities, and the investment environment.”

Colonel Bui Quang Viet also pointed out the main reasons, such as the lack of proper awareness and understanding of firefighting laws, standards, and regulations, deliberate non-compliance to save costs, leading to violations of fire safety regulations.

Several Exhibition Booths at the Seminar -Training Session

During the seminar, experts guided various manufacturing and business establishments through key content of the newly enacted and effective standards in the field of firefighting and rescue operations. They discussed the new and prominent aspects of these newly issued standards and regulations compared to the previous ones. Delegates attending the seminar and training session also contributed their opinions, shared their experiences, highlighted advantages and challenges when implementing the standards and regulations within their organizations and enterprises. Furthermore, they raised questions and issues related to the practical application of these standards and regulations in their business activities, which were directly addressed by the experts. This event provided an opportunity for regulatory agencies and businesses to exchange ideas, gain insights, and collaboratively discuss and resolve persistent challenges in current firefighting efforts. It played a role in effectively implementing firefighting procedures and ensuring compliance with legal regulations.

Colonel, Dr. Pham Van Nam – Deputy Rector of the Firefighting University – Ministry of Public Security, emphasized: “Fire prevention and firefighting work has been and continues to be of great concern to the Party, State, and the People. It is being organized and implemented to achieve positive results, contributing to ensuring national security, order, social safety, and serving the socio-economic development of the country. The organization of workshops and training sessions to guide the application of national standards and regulations in general fire prevention and firefighting, as well as the national standards on fire safety for buildings and constructions, national technical standards on firefighting vehicles, and standards for firefighting vehicles for buildings and constructions is crucial in the current context.”
